SOUTH AFRICA.

GENERAL SMUTS SPEAKS. HIS PARTY JUSTIFIED. BY CABLE—PRESS ASSOCIATION-COPYRIGHT CAPETOWN, Dec. 8. Addressing the South African Party’s provincial congress at Pretoria, General Smuts made his first reference to the status question since the Hon. T. J. Roos’s repudiation of secession principles. He said the work of the South African Party was now crowned with success. The* decisions of the Imperial Confei-ence and of General Heiffzog had their whole-hearted acceptance, and completely justified the South Afi’ican Party’s action. He maintained, however* that there was no material change in principle from the -position defined at the Imperial Conference thi’ee years ago, when the right of treaty-making was freely conceded to the Dominions. Any changes made were of minor importance. He hoped now that they would he finished with secession for ever.
