TAKING DUTCHMEN ABROAD. THE HAGUE, Sept. 22. Economic restoration was proceeding very gradually. , , . . , , The Bills foreshadowed include a measure to provide that Dutchmen livin"- outside the country shall bear iin equitable share of income and capital taxes, and render property liable to succession duty.*The speech stated that the nev\ Constitution for the Dutch E ast Indies will come completely, into force next spring. A policy aiming at the prosperity of that colony will be energetically pursued, particularly m the interests of the native population.
