EXTENSIVE PROPOSALS. FOR POWERFUL FORCE. MOBILE REPUBLICAN GUARDS. BY CABLE—PRESS ASSOCIATION—COPYBIGHT. Received 10.50 a.in. to-day. PARIS, Nov. 12. The Government is proposing measures to: —• Reduce the period of compulsory service to one year. Increase the number of professional soldiers. Charge civil and military agents with maintenance of internal order. Provide for the formation of mobile republican guards. It is expected that the proposals will build up a powerful military organisation, which will enable the utilisation of the whole of the nation’s resources in an emergency.
