MODEL ADMINISTRATION. PRAISE FOR NEW ZEALAND. FROM MANDATES COMMISSION. BY CABLE—PRESS ASSOCIATION—COPYRIGHT. Received 1.30 p.m. to-day. GENEVA, Nov. 5. Sir James Parr presented the New Zealand report on Samoa to the Mandates Commissioners. He made a full statement on all points which the Commissioners had raised. The President and Commissioners expressed great satisfaction at the report, expressing the opinion that the administration of Samoa was a model which other mandatory countries might well follow.
