DELICATE NEGOTIATIONS
GERMAN TERRITORY. RELEASE FROM OCCUPATION CHANCELLOR >S CONCLUSIONS BY CABLE—PRESS ASSOCIATION—COPYRIGHT. BERLIN, Oct. 31. The Chancellor (l>r. Luther), at a- meeting of the Centre 1 Party in Erfurt, said that protracted negotiations were necessary in continuation of the Tliory discussions. Germany could demand the release of her occupied territories only when the means of rendering financial aid to France by way of the mobilisation of railway bonds could be found.
American co-operation, was also essential, but pending the ratification of the debt settlement this was doubtful, as even a Franco-German loan would l>e regarded with misgivings. The complete reconciliation of France and Germany was only possible by absolute liberation of the occupied territories. Nevertheless the important fact remained that negotiations had taken place at Tliory.
