GENEVA 1 CONDITIONS. - UNACCEPTABLE TO IDS.A. BY CABLE--PBESS ASSOCIATION—COPYBIGHT. WASHINGTON, Oet. 2. The United States will refuse to enter the World Court under the conditions laid down at the Geneva Conference, President Coolidge having decided that these violate the spirit and letter of the Senate reservations. iHe will advise the Senate to declare them unacceptable, or he may himself declare this to be so if the replies of the Court members incorporate the Geneva counter reservations. These grant the United States equal court rights with those enjoyed by members of the council, of the League of Nations, whereas the fifth Senate reservation prevents the court, without the United States ’ consent, acting in cases where the' United States has, or claims to have, an interest. It is not decided whether 'President Coolidge will make a declaration on the signatories’ replies, or submit them to the Senate. Experts believe that the Senate alone is authorised to pass judgment on them, but the President desires to prevent another World Court debate in the 'Senate delaying business with the possibility that it might be used by the pro-Court Democrats against the Administration. * [The other reservation (the fourth) of the United States was: “That the United 'States may at any time witilth aw her adherence to the protocol, and that the statute constituting the court, which is joined to the protocol, shall not be amended without the consent of the United -States.” The Washington correspondent of the New York Times stated that a report to the effect thatiJlie League of Nations Conference at Geneva had accepted all hut the fourth and fifth reservations contained in the resolution adopted by the United States Senate in relation to America’s adherence to the World Court had excited interest at the capital. Official circles made it clear that this acceptance of part of the reservations would not be sufficient to assure American participation in the ’court.]
