PARTIAL RETURN TO WORK. BY CABLE—PRESS ASSOCIATION—COPYRIGHT LONDON, Sept. 26. “It is understood that the Miners’ Federation is considering a partial return to work in the better paid districts, ’in order that funds may be made available for carrying on resistance elsewhere,” says the Observer.
