FOREIGN SHIPPING.
CONTROL SUGGESTED RED COMMANDER'S ULTIMATUM. BY CABLE—PRESS ASSOCIATION—COPYRIGHT. SHANGHAI, Sept. 21. Following on the attack jin the A merican gunboat, Chiang Kaisek, commanding the Red forces, advised that foreign warships of all nations arc to proceed downstream away from the Avar zone to avoid misunderstanding. The foreign consuls replied that the warships Avere necessary to protect foreign lives and property, particularly in view of the increasing anti-foreign feeling as a result of Red propaganda. Chiang is reported to have threatened the consuls and delivered an ultimatum prohibiting foreign vessels remaining in Hankow ivaters any longer and merchantmen under any flag during the hours of darkness. He also ordered that during the daytime merchant ships must- submit to a search before proceeding through the Avar zone; other,Aviso they would be shelled by the shore batteries.
Consuls and naval eomamnders of the A'arious Powers are reported to have agreed upon a policy of defiance.
