LISBON, Sept. 19. Colonel Almeida, Governor of Cape Verde Islands and a war office official, has been dismissed from, his offices. It is officially stated that he has been arrested on a charge of 'high treason for issuing proclamations to the army stating that the Government was resigning, that the Prime Minister had been appointed President of the Republic and had commissioned him to form a Cabinet.
