dt CABLE-PREB9 ASSOCIATION—COPYRIGHT. Received 11.10 a.m. to-day. CAPETOWN, Sept. 17. In a farewell message, the Prime Minister, General J. B. Hertzog, states: “In order to contribute toward peace and goodwill, the Government has decided that the Flag Bill, when passed by Parliament,will not come into operation unless it is ascertained by a referendum of the voters, that such is the will of the people. ” . He makes it clear, however, that the choice will be between the Government Flag Bill and a no South African national flag at all, which -means that the Union Jack will be excluded from the referendum, asthe Government has already virtually banned the Union Jack, although it is prepared to accept the Crown.
