BY CABLE— PBESB ASSOCIATION—COPYRIGHT GENEVA, Sept. 1. Spain is abstaining from participation in fhe reorganisation committee’s non-permanent membership scheme. LONDON, Sept. 2.' The Chinese delegate also accepted conditionally .giving a. warning that failure to elect China to a seat for three years would precipitate a new crisis. . • The Spanish delegate, Senor Palaeois, merely announced bis abstention from voting, while Poland’s representative, M. Sokol, said that although he did not. 'believe the solution suitable, he would not stand in the way of unanimity. M. Motta, winding up the. discussion, said it was beyond question that Germany would enter the League and be given a permanent seat. The Daily Telegraph’s Geneva 1 correspondent says that, it is learned that Spain’s representatives last night were in telegraphic communication with Madrid, and the hope is not yet abandoned that they will continue to cooperate with the League. GENEVA, Sept. 1. At the conclusion of the afternoon session of the reorganisation committee M* Motta said the committee would meet again to-morrow to consider its report, adding: ‘fit is clearly understood that Germany, enters the League with a, permanent scat on the Council.” The Spanish, representative, Senor Palacois. thanked committeemen for their friendly allusions to Spain, and merely announced he would report the proceedings to lvia Government. M. Scialoja created something like a sensation when he said ‘‘all onr sympathies are with Spain, but objective reasons prevent us giving her our vote and support, as we had desired and hoped. ’ ’
