(By Telegraph.—Special tb Star). WELLINGTON, Aug. 18. Reporting on the petition of J. S. Toslancl and 161 others of the Opunake Harbour District, praying that the borrowing powers of the Opunake Harbour Board he curtailed, the Public Petitions Committee states, that a.s the matter is being dealt- with by Cabinet, and is almrist entirely a matter of policy, it has no recommendations to make.
