BELGIAN DECREES ISSUED
(by telegraph—press association:) BRUSSELS, July-22. The first decrees under the powers conferred on the King to meet the, financial crisis in Belgium provide penalties for spreading false news likely to disturb the country’s credit,/.and prohibit the milling of flour finer, tlian than prescribed by the Minister of Labour, who is empowered to modify the quality of the flour to the extent of mixing with the wheat 5, per cent, of maize.
