NO CABINET YET. GESSLER MEETS DIFFICULTIES SEIZED DOCUMENTS PUBLISHED. BY CABLE—PRESS ASSOCIATION—COPYRIGHT, BERLIN, May 15. Herr Gessler has been unable to form a Cabinet. The police have issued the douuments seized from Herr Class. Some were addressed to the Kaiser at Doom, declaring that Herr Class was making towards restoring the Holienzollerh Empire to new glory after the Fatherland had been purified and liberated. Another prayed that God would grant that President Hindenburg would soon be converted from his present policy.
