TREATY NEGOTIATIONS.
REPLY TO RUSSIA. ARBITRATION PACT SUGGESTED. BY CABLE—PBESS ASSOCIATION—COP YBIGHT. Received 10.5 a.m. to-day. LONDON, April 30. The Helsingfors correspondent of The Times reports that Finland, Poland, Esthonia and Latvia have agreed to inform Russia that they are unable to make non-aggression treaties, but are willing to consider an arbitration pact.—Times.
