In connection with the discussion on the subsidy system for railway lines which show loss on running, it is pointed out that the amount payable from the Consolidated Fund to reimburse the .Railway Department in case of nonpaying branch lines, is to.be worked out on definite lines of accountancy, checked by the Treasury and certified to by the Audit Department. It is a subsidy to cover ascertained losses on certain uncommercial lines specified in the regulations' and not, as has been suggested, merely a cheque drawn on the Consolidated Fund by the railways accountant to make good such sum as he finds himself short of.
