Ziuovieff to the Cbmmiittee of the Konvinteru, which is. a sora of a. plan for the autiivities of this, Communist General Staff for some years to come. This report lias been approved by the centra:! committee of tlie party, and will therefore be put into practice. Zinoyieff declares that the problem of the Communist Party is to push on in a broader and more persistent way its programme for -the salvation of Europe iby a. proletarian revolution and the establishing of the United States of Socialistic Europe—i.e., the United States of Workers and Peasants.
We .should suggest (runs, the report) to the British Independent 'Labour Party and to all other Labour organisations to form a united front to support the miners in their coining coumet with the mineowners. gnd the Government. In view of the historic importance of this future struggle of the British miners we should propose to the whole of the' Second International to organise a united front for their support. The 'tactics of the united front are certainly first of all intended for the joint .action of the workers, but in the case of faovuruble circumstances the Communist ought to present partial claims which may attract also some semi-Pioletarians and the small bourgeoisie. It is neoeissiairy to pay more attention to- the activity of the Communist Party in the .largest industrial centres and enterprises. It has. been noticed that the activity of Communist sections in small and medium-size enterprises is more lively than in the large ones. A® unemployment has embraced the masses in some of i.he most important countries of Europe, the Communist Parties in the icspective countries must pay serious attention to the organisation of unemployed propaganda. Work should be intensified and, especially, activities carried on with, a view to raising the intellectual ‘level of the propagandists, as no time is to be lost ‘by Communists who prepare themselves for future struggles. Organisations not having any political character may also become very important, as, for example, the International Committee for Belief to workers of the Bled International. r Po this part of our activity more .attention .should be paid in the future. 'Pie organisation work of the executive of the Komiintern should be increased and systematised; every sensible worker knows that the bourgeoisie cannot be overwhelmed without revolutionary violence, nor the world liberated from the oppression of Capitalism. Only hv force, of arm® can the Labour cla.ss liberate humanity from the infamy of Capitalism, but just for this reason. Communists reject the use of .individual terror. We ask for more attention to the Bast, to the new Qrmitinenits. and to the Labour movement in Latin America, Africa and Australia. We must Conduct the struggle for the peasants, the middleclass and for the small bourgeoisie. Therefore, in .some cases' minimum claims should he brought forth in order to unite for the support of the same, not only workers claiming reforms, hut all other worlking-.ola.sses, such as small tenants' and the lower employees.
