According to the newspaper Hoehi, which is the Government organ, the Government has instructed Matsuda, chief delegate to the preliminary Disarmament Conference, regarding the principles and policies to be followed. These include-: (1) Restrict the agenda to feasibilities only. (2) Recommend the exclusion of aircraft questions from the agenda, owing to the difficulties in differentiating those flying from military and commercial use. (3) Regard the abolition of submarines as unfeasible, owing to the remarkable changes in type since the Washington Conference. (4) Urge the prohibition of poison gas. as it is against the principles of humanity.—Reuter.
