A Note declining the League of Nations invitation to a World Court conference at Geneva will be forwarded early in the week by Mr F. Kellogg, Secretary of State. . Instead of meeting other- nations in a conference to discuss American reservations to such a court, the United States will continue direct negotiations with the signatories of the Court protocol.
