A new; form of German colonising has been advocated bv Herr Scliacht, President of the Reichsbank, who said they ought to be granted the right to establish settlements, and to form .chartered companies with private capital, with German currency, and police administered under some form of Home Rule. The locality was not indicated, but is evidently in former tropical possessions.
