FLIGHT OVER ARCTIC WASTE. CAPTAIN WILKINS OPTIMISTIC. BY CABLE—PEESS ASSOCIATION—COPYE'GIIT. NEW YORK, March 10. A telegram from Fairbanks, Alaska, states that Captain Wilkins announced on Wednesday that he will hop off from Fairbanks on March 21. He predicted he would be in New York next month after a flight over the Arctic wastes from Point Barrow, Alaska, to Spitsbergen. .
