HOUSE OF LORDS

REFORM PROPOSALS.

DRASTIC RECOMMENDATIONS CABINET COMMITTEE’S REPORT. BY CABLE—PEESS ASSOCIATION—COPYBIGHT. Received March 2, 10.40 a.m. LONDON, March 1. The Daily Express says that sweeping proposals. for the reform of the House of Lords have been presented to the Government by a Cabinet committee, of winch Lord Cave is head. If adopted they will destroy the ancient Upper 'Cliamber and replace it with a more democratic body. .. The recommendations - include: That the House of Lords, at present numbering 742 members, be drastically reduoed jn size. That there be a nucleus numbering 150, composed of Peers of the Blood Royal, hereditary Peers of high'rank, and legal and ecclesiastical Peers; and That these be supplemented by the election bv various electoral bodies from among present Peers. It is pointed out that the Lords is one of the weakest upper chambers in tli© wor>d : therefore its powers, particularly the power of veto, should be materially increased.
