COMMISSION REPORTS lIOPEFULY BY CABLE—PRESS ASSOCIATION—COPY EIGHT, Received; Feb. 10, 10.45 a.m CAPETOWN. Feb. ‘ 19. The Economic Commission has reported. The only point of agreement in - the majority and minority reports is the necessity for arresting migration to the towns.

The majority report recommends the Government to undertake a complete survey of the economic position of the native people. It expresses the opinion that the first apprehension with regard to the future of the white worker in competition with the native will be falsified if South African continues to develop her national resources on ecomonie principles. There is less to fear from the improvement than from the deterioration of the economic status of the native. The contact between the native and the European has 'lasted too long, and their economic cooperation is too intimate and well es•tmbbshed for the exclusion of the mfetive from European areas and Europdan industries. The commissioners declare that the substitution of whites for natives in the gold mines is not an economic proposition. It would be sounder policy for the Government to employ a proportion of its share of the profits from the gold industry in developing other forms of production in the country, Tather than to induce a large number of whites to make their livelihood dependent on the industry. The commissioners are of the opinion that the exclusion of East Coast natives is unnecessary.
