SAVING PRIVATE ESTATES.
When Sir Julius Vogel, half a century ago, persuaded Parliament to pass the Public Trust Pill his action was not due to a. pressure for “ State enterprise’ in a general way. It was not th e wish of the, statesmen here in the early seventies to look for a Government profit in a new undertaking. They decided to establish the Public Trust Office because they were firmly convinced by hard cold facts that such an institution was necessary for the safeguarding of private estates. As' far back as the year 1870 Sir Julius Vogel referred to “innumerable eases” of minors whose inheritance had been largelv wasted or utterly lost bv the mistakes, the unwise speculation or the peculation of trustees. The Public Trust Office came then as a sure means of enabling a testator to make the best possible provision for his dependants without fear of mishap.
