The three appointments to the Cabinet announced yesterday afternoon do not complete the reorganisation work, as further Alinisterial changes will be recommended later, probably after the close of this financial year. The task of making a choice when there were so many members possessing qualifications for Alinisterial office must have been a difficult one, 'but the Prime Alinister went about it in his own way, and his selection will probably give satisfaction to the majority of the people. It is certainly a source of gratification to those of Taranaki to know that this important .province is once more, represented! by a member of the .Cabinet. The three new Ministers are well qualified for their important posts. Air O. Hawken, who has been allotted the Agricultural portfolio, comes from an old Taranaki family, was born at Kakaramea, and has had a wide, experience in farming. He has also been associated with the. administration of local authorities, and since his election to Parliament he has been selected for work on several important committees and organisations, where his special knowledge of agriculture has been of the greatest advantage. The new Alinister for Health, the Hon. J. A. Young, has had a long and honourable Parliamentary career. A dentist by profession, his early training will serve him in good stead in his new office. For the last two or three years lie lias occupied the position of Chairman of Committees, and lias carried out his duties in a manner which has given satisfaction to all Parliamentarians. He has taken a keen interest in local body affairs, and the experience gained in that work should prove useful to him in ltis administration of tlio Department of Health. It is rather curious to note that the Hon. F. .1. Eolleston, Minister for Justice and Defence, is holding one of the portfolios (Justice) which was at one time administered: by his brilliant father, the Hon. William, Eolleston. The new Minister’s Parliamentary career began in 1922, when lit 1 was elected to represent Timani, but he soon made his mark, his direct fearless speeches in the House focussing public attention on him. He early gave the impression that he would follow in his father's footsteps and, become prominent in New Zealand's political life. In selecting the Hon. W. Downie Stewart to succeed Sir Francis Bell as Attorney-General, the Prime Alinister has chosen wisely, for his career, both as a lawyer and as a member of Parliament, has been a brilliant one. He is a man of many

p.-irls, possessing excepl ional ability, and he carries out. his responsible duties notwithstanding a severe handicap of ill-health due to his war services. Air Stewart is already marked out for fresh Honours, for it is regarded as almost a. certainty that, in the completion of Cabinet reorganisation mentioned by the Prime Alinister in his statement., AH Stewart will receive the portfolio of Finance. A new department. has been created to deal mainly with. Imperial and external affairs. This is an indication of the recognition of the growing need for more co-ordination and co-operation between the Imperial and the Dominion Governments, and should lead to increased efficiency and organisation. A largo amount of detail work usually falls to the lot of the Prime Alinister, but Air Coates considers that this .should be obviated as much as possible, leaving tihe head of the Government. more time to devote to mature consideration of many important matters in the wider field of general policy. Tn this connection Air Coates has announced that a change, in the Alinisterial control of the Public AVorks Department is under contemplation, and there is a possibility that this policy may be applied to other departments row under his conti 01.
