Sucli a suggestion came from the president of a large rubber company before the Commerce Committee of the House of Representatives. He proposed Government loans to private corporations for planting large areas in the Philippines with rubber. Mr Coolidge not only opposed such a policy, but lie sees no occasion tor Government aid tor rubber planting, be ieving that American manufacturers bate adequate funds for the purpose.-
