Excitement prevails in Kabul owing to a Russian attack on the Afghan frontier guards) at Badakshan, which is described as unprovoked. One Afghan commandant was killed and there were other casualties, but it is believed that the affair, Is only of local SLgnifiicance, as Russia is now anxious to cultivate friendly relations with Afghanistan.
