The Minister explained that this was due to letters being purely confidential. The correspondence .showed that iVIr. Lang insisted on tihe Governor following the advice of his. Ministers. The Governor pointed out that he bad received a communication from the OoLonial Office to the effect that it seemed that the established constitutional principles required that the question should be settled between the Governor and the -Minister. The. Governor added that this placed the powers of Governor beyond question. Air. Lang replied, dissenting from this view, and again urging the appointment of the- twentyfive councillors. Then followed a. conference with the Governor and a further communication to Air. Lang, in which His Excellency intimated that he would consent to. the appointment of fifteen members. Air. Lang replied regretting that the Governor had rejected the advice- of his Ministers and stating that any number less than twenty-five would be inadequate. The Governor, after denying that he had rejected his Minister’s advice-, then agreed to the appointment of twenty-five. The Alinisters were anxious throughout to maintain- friendly relations with the Governor, hut state that they do not know his future .intentions. One Alinister said he feared the Governor ■would take a serious view of ihe affair and resign.
