The Riga correspondent of the' Times says: 11 Soviet chiefs are again at loggerheads. The x>rogress of the Communist Congress, now being held at Moscow, revealed that there were serious, disagreements, not only among Leningrad and Moscow Communists, but, . also among the party leaders. Zinovieff and Kameneff are reported to have opposed the majority on general policy, but although the differences arising are believed to be of the deepest kind, it was declared that the party discipline was still strong enough to prevent an immediate split.”—Times
