Albany, the capital of New York State, is preparing to put into operation next year a plan under which all children showing any tendency toward mental derangement will be sought out in the schools and given early treatment, in an effort to check crime and the alarming increase m Dr. Haviland, chairman of the State Hospital Commission, and Dr. Graves, State Minister for Education, are working out a plan. They believe that the great preponderance of crime anion o- vouth is caused by mental deficientVand could he corrected it these potential criminals are discovered when mere school children. Di. Hav land and Dr. Graves will ask the Legislature for an appropriation ui cany out psychiatric work for all State schools. t<> i iav e fi psychiater in oublic education, who will work through the doctors and nurses in every eitv. He will collect information'of children showing traces of msan tv. and these will be treated at various clinics to be maintained throughout the State
