FOR N.S.W. UPPER HOUSE. 'Y HLR—PRESS ASSOCIATION—COPYRIGHT (Received,Dec. 19, 12.10 p.m.) SYDNEY, Dec. 19. The State Premier (Mr Lang) has received a communication from the Governor intimating that he was favourable to the additional appointments to the Upper House, hut the number was not specified. Cabinet was hurriedly summoned and discussed the pending appointments. It was ultimately decided to consult the caucus before making any recommendations. It was understood that about 20 new members will be recommended for appointments. *
