Chang will be notified to-day that he will not be permitted to return to his capital unless lie returns a complete victor. Kuo will likewise be notified that he will not be permitted to pursue Chang to Mukden while his entry involves the possibility of fighting. The Japanese action is in pursuance of the request by the foreign consuls, which was renewed on Alonday, that Japan should protect the consulates’ and'nationals. It is officially reported that there has been extensive looting at Neuchaug and Yinchovv, suburbs of Mukden, and at Shanhaiwan, in which Chang’s irregulars were involved. Activity of bandits is greatly increasing-. The Japanese 'forces in Manchuria are not likely to reach the 15,000 limit permitted by the Portsmouth Treaty. —Sydney Sun Cable.
