FRENCH CRISIS
FINANCE MINISTER. M. DOUMER SUGGESTED M. LOUCHEUR’S RESIGNATION BY CABLE—PRESS ASSOCIATION—COPYRIGHT Received Dec. 17, 10.9 a.m. PARIS, Dec. 16. It is generally predicted that M. Doumer will accept the portfolio of Minister for Finance. It was revealed that M. Loucheur resigned only when M. Briand told him that if he did not do so the President would demand the resignation of the whole Cabinet,—Sydney Sun Cables. PARIS. Dec. 15, M. Loucheur was present "at, a sitting of tlie Chamber’s Finance Committee, which confirmed last, night’s decision regarding the fresh taxation and sinking fund. Discussion centred on the issue whether the Commission would ask the Governmnet to submit new proposals, or the committee itself to draft a scheme.
Subsequently M. Malvy and M. Lamoureux, chairman and reporter of the Finance Committee, called on M. Briand and explained the exact significance of referring back the whole of the Government’s fiscal proposals, which act was in no wav aimed against M. Briand. M. Loucheur then called on M. Briand and tendered his resignation. In a letter of resignation lie, declares that the projects agreed to by Cabinet must be accepted eventually. They cannot be retarded by questions of personality. • Cabinet meets this morning. It appears that yesterday morning’s meeting was stormy, M. Loucheur insisting on the whole of his proposals. The Ministry was involved, since it had endorsed his policy.
Paul Doumer. an administrator and politician, was born in 1857 and educated in Paris. He was elected to the Chamber in 1888 and became Minister of Finance in 1895. He was appointed Governor-General of Indo-.China in 1897, and on his return to France in 1902 he again became a deputy, and was president, of the Budget Commission for tbe two years following, and later was the president of the Chamber. When M. Fallieres was elected in 1906 he was an unsuccessful candidate for the presidency. He was appointed a Minister of State in 1917.
