LOCARNO AGREEMENTS
ESTABLISHMENT OF PEACE. INTENTION OF THE POWERS NEW PHASE IN RELATIONS. BY CABLE—PRESS ASSOCIATION--COPYRIGHT. Received Dec. 15, 12.40 p.m. GENEVA. Dec. 14. As most of the journalists were leaving, at the conclusion of the GraecoBulgarian affair, the hall where the council of the League of Nations had been sitting, they were hastily recalled to hear a speech by Sir Austen Chamberlain not scheduled on the agenda paper. ~ He said he was handing over the Locarno agreement for deposit in the archives of the League. The Poweis had confirmed the agreement and intended to inaugurate a new phase in their relations, carefully avoiding provocation or offence to others and had established peace between themselves thus helping to stabilise the peace of the world and to give rest and confidence to other nations.
