GERMANY AND ALLIES.
OCCUPATION OF RHINELAND E ITK.TH.ER NEG OTLATIONS. LONDON, Dec. 1. The German Government is reported to be negotiating with fhe Allies regarding new Rhineland concessions. It is stated (says the Paris correspondent of The Times) that informal discussions are proceeding concerning a further reduction in the number of occupying troops, and the shortening of the period of occupation. It is stated also that separate conversations have been held in Paris with regard to Germany’s demand for cancellation of the Allied restrictions on aeroplane building. The hope is earnestly expressed, adds the correspondent, that Dr. Luther and Herr Stresemann will not, as the German press suggests, use their London visit to submit fresh Rhineland demands and to seek changes in the Saar regime. “If they were to do so.” says Le Temps, “they would make a most serious mistake, for that would create the impression that Germany only regards the Locarno Treaty as an instrument for extracting concessions from the Allies.” A message from Berlin says that the Union Jack will lie struck at Cologne on January 3, and that the last of the British troops will leave there on February 20. The behaviour of the British troops is described as irreproachable.
