GERMAN CRISIS
WITHOUT A CABINET. RECONSTRUCTION DIFFICULT. EFFORTS AT COALITION FAIL. SY CABLE—PRESS ASSOCIATION—COPYRIGHT, LONDON, Dec. 13. The Berlin correspondent of The Times says Germany has now been a week without a Cabinet, and no progress has been made with forming a new one. Dr. Luther, the ex-Chancellor, declined President Hindenburg’s invitation to form a grand coalition, comprising the Centre Democrats, the People’s Party, and the Socialists, on the ground of the attitude of the latter two, which so far have refused to co-operate with one another. _ President Hindenburg after that summoned Herr Felirenback, the Centrists’ leader, who is at present endeavouring to effect a compromise, overcoming the differences between the People’s Party and . the Socialists, thereby, paving the way for a grand coalition, but it is generally considered that the effort will fail.
