WHAT THE LEAGUE IS DOING. LONDON, Dec. 13. The Geneva correspondent of the Morning Pcwt -say« a .settlement oi the Mosul dispute has been brought inu€finitely closer as a result of a conieience between officials ofl the League m Nations and the British and iuikis l delegates. Tewfik Bey lias gone to Parks to consult Fethy Bey, who was responsible for an a»ssurancie that luikey will aeee.pt the decision at the council of the League. The League ’is now contemplating a majority, if not a unanimous, recommendation, which should form a basis of subsequent Anglo-Turkish negotiations. This is regarded as the only manner for an actual arbitral award that can be removed from the League's jurisdiction without endangering the prestige of the League. The British attitude .in .regard to Mosul is explained in a lengthy statement from the British quarters, which emphasises that .the British Government is .anxious for an amicable .settlement, but there can be no starting point for any discussion until the League has settled whether Iraq is entitled to retain the territory which has always been hers since the territory was constituted as a State, or whether tlio Turkish demand for a complete reversal of the .post-war .settlement should be maintained. As soon as the council's decision has been given it will 'be possible to discuss any adjustments that might make that decision mutually more acceptable. ' Meanwhile Turkey’s view, as expounded by Tewfik Bey at Geneva and Tsmet Pasha: in the Angora Assembly, is that the League council has so far not -attempted mediation. No proposal 1 has been made furnishing a basis of understanding.
