The Government party has presented a resolution to the Premier censuring the Government for failing to act to prevent the present development in the Manchurian situation, and advising that steps be taken to protect Japanese interests. The Premier is expected to announce his own views shortly. War Office advices from Harbin report that Russian troops on the Chinese front are apparently being reinforced, though the reason is not certain. — Reuter.
