TURKS IN TOP HATS.
OPENING OF ASSEMBLY. KEMAL PASHA’S SPEECH. LONDON, Nov. 4. 'I he earnestness with which Turkey is trying to adopt Western modes and methods was illustrated on Sunday, when Kemal Pasha delivered his Presidential address to the Angora Assembly. He arrived, says the Constantinople correspondent of The Times, in full evening dress, including a top hat. The deputies either were similarly attired or wore morning coats. In his speech Kemal repeatedly emphasised the urgent need that Turkey should sweep away her old shackles'and introduce the methods of civilisation and progress.
He referred in the most friendly terms to Soviet Russia. Turkey’s relations with which were based on “mutual confidence,” and declared that the outstanding questions with Western Powers were being settled in accordance with treaties.
With regard to Mosul. Rental contented himself with expressing his confidence that justice would be done to 1 nrkey’s rights. He directed attention to the recent efforts to conclude a security pact, calculated to provide a sure basis of happiness for the nations, but added that so long as it did not include all peoples it could not assure universal peace.
