REBELS FORM PROVISIONAL ’ GOVERNMENTS.

LONDON, Nov. 5. The Jewish Telegraph Agency reports from Jerusalem that the rebels have formed provisional governments in several Syrian districts. Damascus is isolated from the north , and south. All traffic and business has been stopped, and the inhabitants' are fleeing. Refugees from Beirut report serious fighting on Tuesday along the Damascus railway,- when French artillery and troops drove off the rebels. PARIS, Nov. 5. By a more reassuring majority of 400 votes to 300, the Chamber adopted the proposal of the Premier (M. Painleve) to postpone the debate on Syria until after General Sarrail’s statement is placed before the Chamber committee. The vote is tantamount to confidence 1 , since it was carried in the teeth of/ an Oppositionist move to secure an immediate discussion. Senator Henri de Jouvenal, editor of Le Matin, has accepted the High Commissionership of Syria, in succession to General Sarrail.
