Injury to others should be shown to justify any ' infringement of liberty in this respect. In the Clubs and the homes known to me, offering of gin cocktails is more general, I think, than in pre-prohibition days, and drinking by young; ' girls is notably more prevalent. • The effects.of bootlegging traffic in the Virginia country around my home are deplorable. Sudden affluence gained by incompetents,of both race’s produces dissatisfaction among the industrious poor and engenders disrespect for law.
