THE WARD SYSTEM.
(To the Editor.) i Sir, —Will you allow me to ask ye or a reader what is really meant by te election of members of the Dairy Pr| duce Export Control Board on tK ‘.‘ward 5 5 system ? It is an ill-chose| AV'ord. One can understand a “ward| of a- city or of a hospital—a compara, tively small part —but to divide the Dominion into, say, nine divisions and call each a “ward” is deceptive. Assuming the North Island should be divided into five immense divisions, j each returning one member, would the dairymen have any better chance in the aggregate of knowing the qualifications of a candidate? Outside a A T ery feAV men in the public mind, no matter how Avell aualified, a candidate other than the aboA-e would have no chance, so that a true explanation of the change sought should he required by those interested.—l am, etc., INQUIRER. Opunake. Oct. 29.
