Received Oct. 28, 1.30 p.m. PARIS, Oct. 27. A communique which has been issued states that the Painleve Cabinet, which was previously favourable, examined M. Caillaux’ financial proposals and continued its interrupted discussion on the same subject, which disclosed no esential division among members of the Cabinet. In. order to deal with the political an,d parliamentary situation as revealed iby the recent party demonstrations, Cabinet was convinced that an urgent effort was necessary, for national restoration is only pursuable with the certainty of a " stable majority. The. Government, therefore, unanimously decided to tender its resignation to the President. .. It is rumoured in the lobbies that M. Painleve asked M. Herriot to enter the Ministry in the event of its reconstruction. It is undertsood that M. Herriot has reserved his answer.

M. Painleve’s Cabinet took office early in. April, the fall of .the previous Government, that of M. Herriot, being brought about by a financial crisis.
