Mrs. Margaret Lansdowne, widow of the commander of the Shenandoah, charged the Navy Department with responsibility for the disaster, in evidence before the inquiry. She declared that the navy chiefs ordered the westward trip in face of vehement protests by her husband, and that the trip was inspired solely by political motives. This is her reply to the statement of Mr, Curtis Wilbur (Secretary to the Navy) that Commander Lansdowne made no protest.
