IDEAL NOT ATTAINED. QUARRELS CERTAIN TO COMB. 3Y CABLE—PRESS ASSOCIATION--COPYRIGHT WASHINGTON, Oct. 3. A solemn warning that “Controversies and quarrels 'between nations are certain to come,'’ and “mere agreements not to have these tilings happen will be futile,” was sounded by Senator Elihu Root in a paper read before the inter-Pariiamentary Conference on Saturday by Representative Burton.. He said the Permanent Court of International Justice, the League, of Nations, iand the League of Arbitration were three institutions still in their infancy which “would facilitate the preservation of peace to a degree never before attained.” He said: “The simple fact of their existence is already changing the way in which mankind thinks and feels about the disposition of international controversy without war,” adding, “we have reached the point where war cannot be successfully carried on unless it gratifies the feelings of the great 'body cf the. people of the country.” After reading Senator Root’s paper, Mr Burton himself addressed the delegates, declaring that the codification of international law; “would make possible the more ready adjustment of controversies between nations.” —Aus.N.Z.
