Political circles surmise that M. Tchicherin’s activties are in no manner unconnected with the at Locarno and the possible effect on the Rapallo treaty. German Nationalists, who ordinarily oppose everything Bolshevistic, are at present extolling the advantages of a German-Russo rapprochement.
