Malcolm, a member of the Legislative Council of NeAV Zealand, discusses the possibility of the disintegration of the British Empire as the result of the Dominions acting as independent entities, failing the satisfaction of their demands that they be treated: as full partners. He suggested that a conference might be called for the specific and single purpose, of discussing the constitution of the Empire, a conference for preference that Avould be elected by the people themselves, but, if that Avere considered, impossible, a conference that Avould represent all shades of opinion in Britain and in each of the: Dominions. The Dominions, he suggested, should be; asked to send men specially qualified, and! not necessarily Parliamentarians.
