The postponement of the Locarno (Switzerland) conference is nowise improbable, according ,to political circles, particularly the nationalists, who insist on the uselessness of discussions on the proposed pact until the questions of Avar guilt and evacuation of Cologne are satisfaotority settled. A semi-official report reveals that both issues were raised by the German ambassadors when presenting their reply to the Allied invitation to the "conference. The report declares that the pact, whose essential condition is Germany’s entry into the League of Nations, can only be reached by parties enjoying equal rights, and not between parties, one of whom is stigmatised as having serious moral guilt. The German National organ, Der Tag, sums up the situation by saying: “We do not intend to denounce the Versailles Treaty at Locarno, but are unwilling ,to appear at the forum of -he Avorld as a morally blemished nation. In view of this declaration, Germany is expected to lodge reservations in connecton with article 231, in addition to articles 16 and lv, as a condition of joining the League.—Reuter.

That -the- Soviets will revise their attitude to Germany, in event of the latter acceding to the allied request to join the League of Nations without reservations, was stated by Tchitoherin, Avho pointed out that the acceptance of articles sixteen and seventeen of the Covenant might eventually compel Germany to act against the Soviets. T-ohitcherin is at present endeavouring to persuade Roland to settle a few outstanding Polo-Soviet differences. —Renter.
