LEGISLATIVE COUNCIL. (BY TELEGRAPH- —PRESS ASSOCIATIONWELLINGTON, Sep. 23. The Legislative Council met at 2.30 p.m. to-day. The Life Insurance Amendment Ri was reported by the Statues Revision Oomimittee without amendment. The Coal Mines Bill was reported from the Mines Committee with amendments. The Rating Bill was received from the House of Representatives, read a first time and a second time pro forma and referred to the Statutes Revision Committee. The Council approved of the amendments effected in the Chattels Transfer Bill by the House of Representatives. The Counoil passed a motion by the Hon. Sir T. MaeKenzie recommending the Government to consider the expediency of making provision for agricultural instruction for young immigrants. The Child Welfare Bill, the Electric Wiremen’s Registration Bill and the Life Insurance Amendment Bill .were passed.

Council rose at 4,30 p.m. til :L3o’p.m. to-morrow.
