REVOLT IN LATVIA.
PLANNED BY COMMUNISTS. POLICE EFFECT COUP. ALSO 76 ARRESTS. BY CABLE—PRESS' ASSOCIATION—COPYRIGHT. Received Sept. 4, 12.35 p.m. LONDON, Sept. 3. The Times’ Riga correspondent says that the Latvian police discovered a Communist plot directed from Moscow, aiming at the overthrow of the Latvian constitution. Seventy-six - arrest's were made. The- police also seized a mass of incriminating documents, particularly in connection with the forthcoming election, including detailed instructions for the- dissolution of the enetire Latvian army and the arming of workers. Those arrested are graduates of Moscow’s academy for propaganda abroad, seven of whom were living in Latvia under false names,'with forged passports supplied by Moscow. — Times.
